For invading a military base in the 80's and boarding a nuclear submarine.
Personally, I can't believe such an order wasn't already in place. It was only 6 years after war in the Falklands and the cold war at it's height.
There are some places you just cannot go and a base with top secret military equipment, carrying a ferocious arsenal is not some simpleton in an anorak to storm. God forbid, had it been a genuine sabotage assault team.
