Diesels - test inconsistencies but banned

The Greens and SNP are banning older diesels from our town centre soon. So this is personal. The article also mentions Burnley as having a problem with NO2 levels
In 2001 Gordon Brown gave incentives to buy diesels as they emit far less CO2 and so global warming would reduce. More recently NO2 emissions and health concerns arose and particulates so new standards were introduced by the EU.these were based on lab conditions not on the road.
However the VW scandal showed the testing system to be flawed.
You can’t just go to an MOT station for a test.
The best way of finding out what a car emits is to test it in real-world driving, with a PEMS - portable emissions measurement system.
The problem is one of these costs thousands and only two companies do them and they do them for the car companies so won’t do private ones. This guy found one private provider and it seems many new cars do not meet the new NO2 standards ... on the road.
This is a real hornets nest. Meanwhile we forget about global warming!
