Is the Danny Ward money a Myth?

I keep seeing posts saying "we still have the Danny Ward money to spend" does this magical pot of money really exist?

Is it kept in PDs top drawer marked "only to be used in extreme emergencies" every time there's a transfer window we hear we miss out after another record breaking attempt to sign someone. But whose slamming the drawer shut or hiding the envelope under the fax machine?
