    I'd rather the incoming player be booked if play cannot resume within 20secs of the commencement of substitution regardless of whether it's the outgoing player's tardiness or not.

    Not just Tozer, but I found it incredulous that the ball could go out of play, then we had to wait for a towel to be provided and a ball to be dried as part of normal time.
    Just watching the Sheff Wed v Southampton game. Player took ages to dry the ball using his shirt, then on the Sky microphone! Would have been quicker to use a towel.
