I'd have to say no.
To have a forward who can't shoot is not a luxury any team can have.
If he was a defender who couldn't shoot, well that could be over looked at this level, but a forward?
A good pre-season/run in the side/staying injury free might change things,but as it stands at the minute the answer would be no.
