The article in the Manchester Evening News is about the UEFA’s FFP rules and not those which are used in the Football League.
He does not mention Forest or Leeds etc
The FFP rules in the Football League where voted in by the clubs, not imposed by the League, The FA or UEFA. Last November the rules where again changed and ratified at a meeting of the clubs in Derby. This gave the mandate for the League to get agreement on the Financial Solidarity Arrangements with the Premier League. This changed the amount of debt allowed to 13m a season and will also lead to more money from Premiership being shared with FL clubs. Also part of this arrangement is for the Premier League to withhold monies to clubs to pay FL fines (QPR)
In the Championship Forest should be one of the teams to benefit, if run correctly. They have one of the best levels of support which should give them the level of spending to attract the best talent.
