    Have the rules of a penalty shootout changed?

    Fairly sure it used to be the case in a penalty shootout, as distinct from a penalty during the match or extra time, the penalty was over once the ball had been stopped from travelling towards the goal-line. Thus in this case I think it should be NO goal!

    Seem to remember in a penalty shootout there was a case of the ball being stopped going towards goal-line but the ball was spinning and though it travelled back out it spun back over the prostrate keeper and the goal-line. But a goal was not awarded.
