Most communities pull together in times of crisis as we've seen with the Grenfell Tower tragedy in west london , cornwall as you have mentioned and Manchester after the bombing a few weeks back .
Just watching all the Cornish people being interviewed after the flash flood last night.
Loads of comments along these lines:
" we will roll up our sleeves and get on with it. That's what Cornish people do"
" Cornish people are tough, it won't get us down"
" Cornish people pull together in a crisis"
Thing is the people of any town affected by a flood come out with the same comments and ascribe their toughness, and coping strategies to the region they live in.
I'll be honest this has started to pi ss me off big time. Does the place we were born and raised have any bearing on our qualities?
Are people more courageous in Cornwall?
I think it's a load of boll locks.

Same all over the world, most pull together to help their neighbours out in times of trouble while a select few pop round and loot their houses

I agree with the replies on here, the upshot is, that by and large humans will help their neighbours in times of need, to a point, as there's always exceptions to that rule.
I agree its a ridiculous statement to make but we hear it all the time,
In a time of crisis the local people suggest they are better at dealing with it than anybody else, anywhere else in the country.
And if they don't mean that, it certainly comes across that way.
According to this board, those from Barnsley, Doncaster and Sheffield certainly have some unique characteristics
I've always thought people from Liverpool have some fairly unique qualities
