Just looked at the new format. When you get to the 10th pen team b takes that & pen 11 if required. So to me you've got to be winning by 2 pens. Team b surely can't have 2 goes to win the game. Explain.

After 10 penalties it's all square (say 5 - 5)
11 - team B scores and is one in front 6- 5
12 team A misses game over 6 pens each but 6-5 to B
or 12 team A scores all level
13 team A scores and is one in front but B has a pen in hand to equalise or lose (by one)
