But doesn't alter the fact that, standing where there are seats is actually infinitely more dangerous than standing on modern terracing would be.
Maybe the problem might be that legislators are rarely spectators.

Plus it would allow those who prefer to sit the chance to do so and see the game rather than a load of arses in ill fitting jeans

The legislation relating to standing in football grounds derives from section 11 of the Football Spectators Act 1989: ‘The Secretary of State may, by order, direct the licensing authority to include in any licence to admit spectators to any specified premises a condition imposing requirements as respects the seating of spectators at designated football matches at the premises; and it shall be the duty of the authority to comply with the direction.’................. so, it is Law rather than Football League rules.

The piece I have quoted from goes on to say..........

Ever since the introduction of all-seater stadia, many supporters have continued to stand in front of their seats, often for the duration of the game.
It is widely believed that this practice is illegal. This is not the case, even within Premier League and Championship grounds. The law only provides that these clubs should provide seats for all supporters, not that supporters must sit on them.

My source for this information is http://www.fsf.org.uk/campaigns/safe...s-of-standing/
Thanks for clarifying that, its specific law, not health and safety law which gets blamed for lots of things. Its an interesting level of detail there.

The Premier league would apparently have to be in agreement to safe standing even if the law is changed and are consulting with clubs (who would effectively vote on the issue and Tottenham are one of the first clubs who are looking to adopt this if its agreed at PL level and the law is amended.
