Shrewsbury Town are set to become the first English club to introduce safe standing at their ground after a crowdfunding campaign raised £65,000 to pay for alterations at their Montgomery Waters Meadow stadium. More than 1,000 fans donated to the cause, with their offerings bolstered by the donation of an online betting company.
The League One club have applied to have rail seats at the 10,000‑capacity ground before the end of the current season and is on course to achieve that aim. This could set an example for Premier League clubs to follow, with more than half thought to be open to the idea of standing areas, which have been banned in the top two divisions of English football since the 1990 Taylor Report into the Hillsborough disaster.

Actually its not against health and safety rules, its against premier league rules, if it can be shown to be safe it can be achieved and there is hope as Celtic's successful safe standing section leads Tottenham to trial rail seating for new stadium subject to premier league approval.

The legislation relating to standing in football grounds derives from section 11 of the Football Spectators Act 1989: ‘The Secretary of State may, by order, direct the licensing authority to include in any licence to admit spectators to any specified premises a condition imposing requirements as respects the seating of spectators at designated football matches at the premises; and it shall be the duty of the authority to comply with the direction.’................. so, it is Law rather than Football League rules.

Ever since the introduction of all-seater stadia, many supporters have continued to stand in front of their seats, often for the duration of the game.
It is widely believed that this practice is illegal. This is not the case, even within Premier League and Championship grounds. The law only provides that these clubs should provide seats for all supporters, not that supporters must sit on them.
