Yes a good idea, but just like the rest around our busy Cities stopping vehicles in certain area's is good, but it will not stop it, besides Motorbikes are just as lethal which could cause the same damage and also get through these barriers.

I'm not knocking the idea which is good, but we cannot totally stop it.
