In fairness to him with the 5 clubs 4 loans he has 3 times went to a club and manager has been sacked within 2 months of joining also injury at blackburn ended his loan and at hearts they never played him as a striker. It would be a gamble if they did sign him but most signings are.

I thought he was played up front at Hearts just behind Sammon or Johnsen but kept dropping deep into midfield to get involved as he did not get good service under Cathro's time

Possibly, but I read it as Watt hawking himself around.
The report inferred that he was interested in Watt in 2014, maybe he still is, maybe not given his experiences in the 4 years since.

I'd also be wary as he left slating Hearts when they cut the loan short
