I think it was nailed on before the poisoning. They still can be seen rigging the vote even though there wasn't any real opposition.

I don't think that there is a problem with the words he's used he's just put them in the wrong order. His statements have been in the wrong order too. He should have supported the government full stop on this.
The government should have informed him and the other party leaders what proof they had to ensure that support was 100%.
All the other countries that said wait for the evidence have since changed their stance.
He's made the biggest balls up he could have here and the Tories will use it against him during the next election.
If and it is a big IF, if it is proven that it wasn't the Russians then it is a master stroke by Corbyn!
