Eh ? That confuses me further ? All folk with 165 plus points are guaranteed a ticket.

AND non DNA `ers with 120 plus are allowed to apply as well ?

And that still all fits in with the 2400 allocation , ....before some are avaliable in phase 2 etc etc ?
