Simple answer yes.

Sharing money is a key job for the Council. There are many councils in the same position as Rotherham that still manage to organise litter picking.

No matter what job on the council, they all seem to be in a comfort zone..how many times do you see one in the hole and five watching..one of them with a can of pop and one having a fag.. you cant blame the workers though..
