any venue that serves alchole doorstaff or security need a personal license so they can deal with any trouble. if you don't have that licence you are basically just a steward and wouldn't be allowed to deal with it.
look at football grounds when there's trouble under the concourse stewards usually try to act peacemakers but when more action us needed 1st response are the people that deal with it because for the simple fact they have there personal license
