In fairness to Jupiter he could be onto something here. This planet has a problem with dumping waste....the moon could come in handy if India can’t cope with all our trash.

He's ordered the military to restore order. The rioting and looting will stop and Trump can claim a victory before blaming the state governors for letting things get that far. I'm guessing that's pretty much how it will play out.
