He's trying to force a move through to Stoke City. WBA value him higher than stoke are prepared to pay.

It's getting like the NFL where players entering the last year of a contract "hold out" from training camp and even playing in order to get a new multi year deal. Time these overpaid 'stars" were shown the door.
