2 alledged Stags fans and about 2000 Notts fans, yet no one got hold of them and held them till the someone came to escort them away.

Is that your official take on it? So club officials are now advocating the use of physical force?? Things like this can often turn nasty quickly. by the sound of it the girls father and friends nearby showed considerable restraint and i would imagine they were more concerned about making sure the young girl was not too traumatised by the situation. To suggest that they should have jumped on the bloke and his friend(s) and pinned them down until help arrived is just ludicrous. I can just imagine how that would have turned out!

I don't think he's saying that at all, there are two incidents here it seems and lines are getting confused. One, it seems a young girl was approached in a threatening manner, in this case, no physical assault happened so no restraint. The other event seems to have happened in the toilets at half time where physical assault was mentioned, here you'd have thought the attackers could have been restrained until plod or stewards arrived

Fair point regarding the young girl. The other incident assumes the guy in the toilet wasn't on his own.

How do citizens arrests work?

None probably, but I would have thought a few lads would have stopped them leaving the toilets. Would expect that in the Pavis never mind the kop. What happened with the 2 lads do you know.
