But a hate crime accusation doesn't have to be investigated, an arrest made or a conviction for it to count.
The minute it is made, it goes on the list.
So the Brexit bandwagon has used it as a weapon, claiming the country has turned into Mississippi 150 years ago.

I can remember an incident just after the referendum which was headline news in the papers and on the tv which was blamed on brexit.
A gang of youths attacked and stabbed two Poles outside a pub, headlines being ''It as started already''.
A few months later the case came to court and it was disclosed that the 2 Poles had been drinking heavily came out of the pub and racially abused a gang of black ****agers which started the trouble, the N word was used.
Guess how much media coverage of that was shown? Lucky if it made page 14 column 2 paragraph one of the Guardian.
