There quite clearly was!
But I believe it was that they would not sign anybody over 26 as they would have nonresale value towards the end of lucrative long contracts.

i m sure i remeber about 4 a season
klivert babbyaro and a couple of others the seson we brough boumsong
clarke and a couple of loands and frees the season we brought michael owen and luque (money well spent)
then i think the year we signed martins we had 4 or five loans and a free agent
wasnt it 03/04 we didnt buy any players just loans and free transfers
