The European court of human rights says prisoners should not be kept locked up with out at least the slight possibility of getting released at some point.
England and Wales get round this by saying their 'lifers' do have a chance of release although this would need interference by ministers and is very unlikely.
A lot of money to keep them locked up and no doubt some see it as kinda cooshy. Death is an easy way out for them in my opinion.
