However, I suspect the reason he hasn't been recalled is probably financial. TS has reportedly said that some will have to go out to allow others to come in, so recalling Ball would just tie up some of the budget unnecessarily.

#rufc boss Paul Warne has told the club's website that he's lost a few battles on transfer deadline day. Some of Warne's transfer targets have been cherry-picked by other clubs but the Millers are still confident of getting someone over the line by 11pm.
