The Republic of Ireland were/are a boring team, but I would argue Martin O'Neill got better results with them than their ability warranted. Their player pool these days is rubbish. Rigid, boring football was probably the only way to stand a chance against better sides.
The (Scottish) Sh*ttest Premier League is indeed a poor league, but when Martin O'Neill took over it was being dominated by Rangers, and Celtic had been through a stream of managers trying to compete with them, without success and with fewer resources at the time. Martin O'Neill changed the power balance back in Celtic's favour and it has remained with them since.
Overall, O'Neill has had a good managerial career.
