There is no legal bar on using footage or photographs taken on cameras belonging to members of the public in criminal prosecutions. CCTV from private cameras and mobile footage features in many prosecution cases (and the occasional defence one). There are legal obstacles as it would be necessary to establish the provenance and integrity of the recording.
The Norfolk Police say that they don’t prosecute seat belt offences on the basis of images supplied by members of the public. I would suspect that is because it isn’t worth the effort given the trivial nature of the offence.
How about a bit of ‘innocent until proven guilty’ here, instead of lots of assumptions being made upon the basis of newspaper reports and prejudice towards Phillip, because he’s a royal?
