The cynical side of me thinks that this is the club trying to position themselves as the 'victims' in the event he doesn't sign.
i.e. 'we wanted him to stay, we offered him a new contract but he didn't want to sign...'...all said with wistful sighs, a trembling bottom lip and puppydog eyes
