Would have been worse for them to dither, us to end up the season safe by 2pts and then have 3 deducted at the end.
The Bolton case seems pretty cut and dried, fail to fulfill a fixture = immediate X pts deduction. Not always so simple though if not playing a game has an impact on the other team's chances of promotion or relegation. This time around with Brentford it didn't but that might not always be the case.
