They have cancelled 2 games so where is the punishment for this, got to be at least 3 points per game.

The link is to a decision made, by an independent commission, after Birmingham City were charged with breaching the Profit and Sustainability rules.

In that case the EFL did have guidelines in place for sanctions. The Commission was not bound by those suggested sanctions but took them into account when deciding Birmingham's punishment.

It's not clear who decides on the Commission members. The chairman, in this case, was a QC. The document shows that the club did have a representative member originally. who resigned. The club's replacement was challenged by the EFL and she also resigned, so the Chairman appointed the 3rd commission member.

I don't know if the EFL have any guidelines for sanctions in a case such as Bolton's but I imagine the Commission would not be bound by them.

The hearing and findings should be transparent, in that they will also be published.

As to when/if the hearing will take place and what is delaying it - that's as clear as mud.

The club was advised of the charge and of the referral to a Commission in April, after the Brentford cancellation.

    Edit/additionally

Bolton has not actually "cancelled" any matches
The EFL cancelled the Brentford game
    Bolton postponed the Donny game

The efl's statement re the Donny game

"Bolton Wanderers has this afternoon announced it will not fulfil its League One fixture against Doncaster Rovers on Tuesday 20 August 2019.

The Club has stated it has taken the decision to postpone the game as a result of concerns over the welfare of its young players, given the frequency of fixtures and the impact this would have on their physical and emotional well-being.

The EFL understands the challenging position the Club currently finds itself in whilst negotiations continue over its purchase. However, it would have expected the Club to have first interfaced with the EFL, giving it an opportunity to consider the application to postpone, and consulted with the Club’s opposition, Doncaster Rovers before making a public announcement.

The EFL remains acutely aware of the ongoing risks this challenging and complex situation has to the integrity of the competition."

looks a bit like soft pedalling compared to the statement after the Brentford cancellation. No mention of disciplinary measures this time.

Yeah. They’ve not had enough grief those fans that have been getting battered, almost lost their club and will definitely go down again this year. Let’s take more points off them, make them have to play a spaniel in goal. Start every game with a goal down, other team gets rush goalie and no offsides, inject every season ticket holder with aids and get snow patrol to play live every half time.

    Then they are punished.

Even that won’t be enough if they beat us in our next home game

We all feel for the fans Scum. We've been there after all.

Bolton though are the prime example of how not to run a club responsibly.

Not so long ago they were in the Premier League with the massive rewards that brings. Then the parachute payments kicked in. Despite that they have had countless winding-up orders against them, incurred massive losses and accumulated debts of £170million plus at one stage. If debts had not been written off they would have been in admin long before now. They bought players they couldn't afford and didn't pay for them.

When we got our 12 point deduction I thought it was fair. When we got our 17 point deduction I thought it was fair.

Clubs behaving like Bolton, QPR, etc.etc. ruin it for everyone. Should every other club have to gamble with their future to have a chance against these clubs?

I don't know what I want to happen to Bolton but the authorities have to try and dissuade other clubs from this financial madness.
