    Departing from Gaza is two-fold:
    1) You need permission to LEAVE Gaza!
    2) you need permission to ENTER either a) Egypt, or b) Israel.

    Permission to Leave Gaza:

    An applicant’s request to leave Gaza must be approved by both Hamas and by the Palestinian Authority. There are many reports of officials from both these bodies demanding large sums of money in exchange for exit permits. Hajer Harb, a Palestinian journalist, published an investigative report that disclosed how Hamas and the Palestinian Authority (PA) were using medical care to blackmail Palestinian patients. Her report exposed how some physicians and Hamas and PA officials were demanding bribes in return for issuing permits to patients to leave the Gaza Strip for medical treatment in Israel, the West Bank and Arab and Western countries. Palestinians Imprison Journalists for Exposing Corruption [A Hamas court sentenced her to six months in prison and a fine.]

    In June 2017, Gazan Palestinians were reporting unexplained delays in receiving permits from the PA in Ramallah to leave the Strip for treatment in Israel, Jordan or the West Bank. These testimonies have been reinforced by data received by Physicians for Human Rights-Israel, indicating that the PA Health Ministry has stopped facilitating this treatment for Gazans. According to the data, the PA has delayed issuing payment vouchers for more than 1,600 patients from Gaza, including patients with cancer and heart disease, and children who need treatments unavailable in Gaza. More than 90 percent of patients who asked for these vouchers during the past month are still waiting; of the 120 or so daily requests being submitted to the PA Health Ministry, only around 10 get approved.

    So leaving Gaza is made difficult by Hamas no less than by other bodies. But the real OP question is WHY?

    A poll conducted by the Palestinian Center for Policy and Survey Research in Judea and Samaria and the Gaza Strip between June 29 and July 1, 2017 reported that 47% of the residents of the Gaza Strip would emigrate were they given the chance. [Face-to-face interviews were conducted with a random sample of 1,200 adults in 120 residential locations with an error rate of 3%.] Here are just some of the consequences of significant emigration of Palestinians out of the Strip:

    Such extreme lack of support for Hamas leadership and management would be devastatingly embarrassing.
    The loss of the lucrative businesses of taxes on smuggled merchandise from the illegal tunnels into Egypt, along with the present, ongoing Hamas exit permits (for round-trips) would be a heavy financial blow.
    The heavy taxes all the people are required to pay the government is very much needed, especially since Abbas (the Palestinian Authority) has increasingly been cutting off funds to Gaza.
    The purpose of Hamas is to the ‘reclaim’ land allegedly belonging to Gazan inhabitants. If the people choose to move away to live in other countries, Hamas loses its reason for being.
    Hamas needs its people to supply its fighters. It needs its civilians to shield its fighters.
    Hamas needs people to stay in its Gazan refugee camps (even though they are already in their Palestinian homeland!) in order to keep up the flow of money from international organizations for ‘refugees’.
    A significant exodus would make it much more difficult to maintain that Palestinians are united behind the inflexible Hamas goal of replacing Israel with an all-Arab country.

    According to the Meir Amit Intelligence and Terrorisn Information Center (ITIC), beginning in September 2015, there has been a wave of terrorist attacks which began on the Temple Mount and in east Jerusalem. The attacks later spread to Judea and Samaria and even crossed the Green Line into Israel under the battle cry of "Al-Aqsa mosque is in danger."

    The terrorist attacks, which had been concentrated in greater Jerusalem, spread to other locations in Israel, including Kiryat Gat in the south, Tel Aviv, Afula in the north, and Gan Shmuel (near Hadera) and Raanana (in the center of the country). The attacks have been carried out by young lone terrorists, most of them from east Jerusalem, and some from Judea and Samaria. There were also two Israeli Arabs (from Nazareth and Um el-Fahm), Palestinians staying in Israel illegally, two women and two children. They were motivated for the most part by the lie spread by the Palestinian media that Israel allegedly threatened Al-Aqsa mosque, as well as by the frustration, desperation and anger of the younger generation. Generally speaking, the terrorists have not been operatives of any established terrorist organization, and the current wave of terrorism has not been directed by any organization, but rather is directly inspired by the intensive incitement accompanying it.
    According to the Israel Security Agency, October 2015 saw the beginning of a wave of terrorism that has led to 620 attacks (483 in the form of firebombs) in one month, compared to 223 in September. Eleven people (one foreign national and 10 Israelis) were killed in terrorist attacks in October, and 80 were injured, 37 of them moderately or more severely (one foreign national, 18 Israeli civilians, and 18 members of the security forces).
    In November 2015, 10 people (one Palestinian and 9 Israelis) were killed in terrorist attacks. Among the non-fatal casualties, 22 were wounded in stabbings (including 5 in Jerusalem and 10 within Israel), 24 in vehicle attacks, and 12 in shootings.
    In December 2015, 3 civilians were killed. All three of the fatalities were caused by stabbings.
    In January 2016, 5 Israelis were killed in terrorist attacks. In the major shooting attack on Dizengoff Street in Tel Aviv two civilians were killed as well as a taxi driver who picked up the attacker near the scene. Two Israeli civilians were killed in stabbing attacks.
    In February 2016, 3 Israelis were killed in terrorist attacks. The decrease in terror attacks was manifest mostly in Judea and Samaria: 107 attacks, compared to January's 126.

    Bt: So that you know why Israel has less casualties than say the Palestinians. Long ago we had to add an Air Raid shelter to our homes .
    Whatever you are building to your home ,you can add another 30 K quid, just for the A/S. Here are some examples taken this morning in my village ( a Kibutz ). The last is my shelter,a collective shelter ,if I need it . (Notice no fences ,just grass lawns ,of course no crime here, my door is never locked ,pssss don't tell anyone !)
