    Would use their own workers though, that's usually the case, HS2 is supposed to be creating work for British workers.

    That's what they've done everywhere else.

    Labour laws, health and safety etc are laxer in China and elsewhere though so it won't be as quick or cheap.

    I think they're saying the first part is too far advanced already for the Chinese to do it anyway.
