    I'm sure there are many hard working, good folk who work for local authorities, hell my wife was one until a couple of years ago. But even she would agree these organisations seem to attract useless craters...

    Sadly for all of the hard workers with local authorities this was a reputation gained years ago. From previous experience, some managers did little to alleviate this reputation as they were useless feckers who called in consultants (paid for by the tax payers) when they were out of their depth. This is still going on all over the country.
