How do you actually uphold the ban ? Does every Steward in the ground have to have a photographic memory of any offenders ?
I know the risks of being " discovered" could lead to further problems, but I'm sure someone is daft enough to try and flout a ban,

Impossible to uphold, just words to show they are taking action. Even if it were possible one would only need to wear a stupid piece of rag across ya face and you're in.

I did try my hand at a bit of astrophotography way back. A mate of mine was well into this and he would attach a camera to my Celestron scope but have sold it since. I remember Dubbag was well into his photos of the heavens.
