The Checkatrade Trophy is an EFL competition and takes place with the same substitutes rule as EFL matches.
"Each team is permitted up to 7 substitutes of whom not more than 3 may take part".

Hmmmm ..... that is certainly a rule in the under 23 Premier League in this sense. There can be a maximum of 4 over age players on the pitch at any time plus the goalkeeper can be any age, which is probably used a lot. There are a lot of big clubs whose best 3 goalkeepers are over the age of 23. So a team could play 3 over age goalkeepers in 90 minutes, though a goalkeeping substitution actually counts as a substitution in the overall total.
Can't find anything Checkatrade about goalkeepers but here, from the Guardian is an explanation of the team selection rules in the context of Bradford City taking the piss :-

Clubs must field five ‘first-team’ players – five who played in the team’s last league match, five who will play in the next league game or the club’s five highest appearance-makers this season. Doyle had started for Bradford last Saturday against Chesterfield, but with the manager Stuart McCall keen on giving the substitute Rouven Sattelmaier some game time, switched his keepers quickly'.
