Interesting point made by Deeranged about the water being metered at point of entry. Maybe they do know how much people use, otherwise how would they know how much is lost through leakage, which is Islay's point. Do new houses have water meters fitted as standard.

Not as far as I am aware as there is rarely a water shortage in Scotland.
I remember speaking a couple from the Isle of Wight whilst my wife and I were on holiday in Kintyre in 1989.
They told me that it was a joy to turn on a tap in Scotland without having to worry about the cost of how much water they were using as back then all houses on the Isle of Wight had a water meter.
I think that businesses in Scotland including Dundee Football Club have a water meter and are charged by the business section of Scottish Water for their water consumption.
Hopefully someone on this board will confirm if this is correct.

We pay a small amount each year to Business Stream which is the commercial bit of Scottish water. Interestingly there's no charge for metered usage but a split chargew for waste water disposal. It's split into property drainage and roads drainage. the number of units used in the calculation are the same. We use very little water and there's no meter to measure how much we use. This is possibly because we are very small. You are right that larger businesses have a metered system for the amount of water they use.

    Thanks for your information.
I have seen Scottish Water Business Stream take businesses to court in the Scottish Courts website.
There is also another water company based in Blairgowrie which I assume is a water billing company. I remember sitting next an employee of this company in the Main Stand at Dens Park. This chap was from Greece and he had been told by a fellow employee to go to Dundee FC home games as Dundee FC were the only football team in the city worth watching. This was when Paul Hartley was the manager.
