Perhaps the Russians are testing the attitude of NATO. If NATO is furious and likely to substantially act against Russia then Russia will claim that the missile strike was a mistake and pay substantial damages. If NATO hesitates and shows no resolve about the bombing then Russia may take that to be weakness by NATO and further escalate the attack on Poland.
