Islay. Deeranged does have a point. There are answers you could give. I have tried to help this thread by putting forward a possible way forward. Many shops rely on people from outwith theiir Council tax base to generate their turnover. That's why business rates are based on a unified rate to prevent boundary hopping. The money is collected centrally and the redistributed on a per head basis. I did a bit of research years ago and Dundee business rates collected were greater than the money received back from central government. In comparison Angus got more money than they paid in business rates.
