I think you are on to something Picasso there is now a banner on the Fantasy League website saying
Gameweek 17 will remain open after the conclusion of Sundays matches. More information will follow in due course.
So we know why the points are missing and I assume they are working on how to remove the points earned from the Bournemouth v Luton match before they can close week 17.
