There's an issue with houses behind it that are privately owned. I suspect the club have been unsuccessfully trying to buy them for years and putting off any redevelopment until they know they can build something decent. It might now just have to happen as a terrace or something with corporate boxes like Luton's old stand. Building upwards may also be an issue for those houses in terms of permission.
We could have very easily had this same problem in 1991 which would have likely convinced the board that leaving Meadow Lane was the more sensible option, but the Victorian houses that backed up directly against our old Main stand were pulled down 15 years before Hillsborough and the Taylor report and we were left with a big space between the stand and the small industry buildings that replaced them. Had those houses been built later and to a better standard, they'd probably still be there.
