  • Law changes on the administration and financial side of the game

There are changes afoot in the non-playing side of the game as well. These are:

    Profitability and Sustainability (P&S) Rules:
The EFL has approved changes to the P&S rules for the Championship, specifically related to transitioning between the EFL and Premier League.
Clubs will still need to file estimated P&S calculations in March and audited accounts with their respective league in December.
The EFL can apply sanctions imposed by the Premier League's independent Commission if a breach occurs.

    Salary Cost Management Protocol (SCMP):
The SCMP, which governs financial fair play in Leagues One and Two, will have new rules implemented for the 2025/26 season.
Key changes include adjustments to how owner equity injections and specific football income are recognized within the calculation.

    Other Notable Changes:
    Multi-club Ownership:
The EFL has removed restrictions on clubs investing in the Scottish Professional Football League and Irish Football League.

    Fan Engagement:
Clubs in the EFL will be required to produce and deliver a Fan Engagement Plan annually, overseen by a senior club official.

    Club Community Organizations:
The EFL has introduced a new regulation requiring clubs to establish or have a Club Community Organization to support community sports, education, and charitable activities.

    Referee Interactions:
ESPN reports that the Premier League will trial a rule where only captains can approach referees for major decisions. This is a Premier League rule but could potentially influence EFL practices in the future.
