A bit more info from Ollie Bayliss

If any of the regulations are passed, leagues can be officially curtailed early.

Clubs in each league will then vote on ending the season.

Where leagues have a majority of clubs voting to end the season, the new regulations will dictate how promotions & relegations are decided.

For the new EFL regulations to be introduced:

36 EFL clubs must vote in support

AND

13 Championship clubs must vote in support.
