Until his demands are satisfied (or irrevocably promised) he is not going to stay.
He has thus far received no such irrevocable promises and we have to believe that he will not be continuing. If the situation changes within his timescale then we can believe that he may stay. But until such change occurs we have to believe that he will, quite reasonably, leave.
He is not 'staying, until we hear otherwise' he is 'leaving, until we hear otherwise'.
