Totally a middle east thing.

Everyone & I mean everyone over here is constantly on their phones whilst driving.

Bare in mind everyone drives automatics so no clutch / gear change. In traffic the cars basically roll along on their own so whilst I agree its not safe as using the phone is distracting. At low speeds with nice cars having sensors all over to beep.

No excuse but a cultural explanation
