So my mate who is Polish, born in Poland with Polish parents, speaks Polish, has a Polish passport but works in the same office as I do and pays his tax via Cumbernauld is Scottish?

It should be stated that everyone living in Scotland pays tax.
However it was recently reported in the press that thanks to people working from home for most of the week some well paid people who work in Edinburgh now live in the North East of England and travel one day a week to work in Edinburgh due to the higher rates of income tax in Scotland compared to England.
That is why the projected annual income from Scottish income tax calculated by the Scottish Government civil servants has been lower than they expected.
