I can't get the link to work but Tony Stewart first mentioned the 4th largest budget in an article by Paul Davis in the Star on 8th February 2017 when we were freewheeling towards relegation.
Look it up.
Top 4 or 5 budget doesn't guarantee you a top 4 or5 finish.
And let's not forget Tony Stewart's "shopping at Harrods" quote
