There's a lot to be said about the draft system in America where the bottom team has the best (first) pick, but we don't have a college sports system here to adopt this kind of system.
The youth poaching could easily be countered if there was any desire to take on the big clubs here, instead the FA registers the players without question and are sanctioned themselves by Uefa as in Chelsea's case and Man City paying Sancho's agent £200k, which was against the rules.
Each team should be allowed to sign a certain number of youth players and if they go over that amount of players then they should be fined £5m per player or something equally draconian. This will stop them stockpiling the best youth players and allow the other youth players to go to other clubs in lower divisions to learn their trade.
Whatever the big clubs are doing with their academies clearly isn't working as their youth players aren't really making significant breakthroughs.
