I wouldn't say they were numpties at NASA.
I'm sure most of the folk at Musks rocket facility were at NASA at some point in their careers.

What about the 2 space shuttle disasters then? They were both easily avoidable. Both times Nasa knew there was a problem but they thought it would be ok but it wasn't. 14 astronauts killed by stupidity.
