The conditions outside the ground before the game were perfectly safe as I'm sure you're aware, why would it even have been a consideration?

He clearly didn't say that. He said if they weren't they'd be taken into consideration thereby killing your assertion only the ability to play the game on the park is considered.

Dundee matches have been off because the stairs too slippy and I've yet to see a referee run up and down the stairs.
