I think, especially in the case of Jordan and Egypt, they long ago came to the conclusion that hosting Pallys is far, far, far more trouble than it's worth.

The Jordanians learned their lesson from the Palestinian rebellion against the monarchy known as Black September (1970). The Lebanese learned their lesson during their Civil War when the PLO took sides and got their butts handed to them. Then the PLO headquarters relocated to Tunisia, allowing the Tunisians to learn their lesson too. The Egyptians figured it out long ago, which explains their refusal to open their border with Gaza.
