Ms Rayner, the Housing Secretary, this week refused to rule out scrapping the 25pc sole occupier discount, which cuts around £543 per year from the average Band D council tax bill in 2024-25.
Scrapping the single-person council tax discount would save the public purse around £3bn a year, according to the Institute for Fiscal Studies (IFS).
But pensioners warned that removing the discount would be an “unforgivable betrayal” of older people and could mean they lose their homes.

Friends of Israel France, yesterday arrested then released nurse Imane Maarifi who spent 15 days volunteering as a medic in the Gaza Strip.
Lawyer Rafik Chekkat, founder of the Islamophobia platform, said Maarifi was arrested in the morning at her home and taken into custody.
He criticised the arrest and said it took place at a time when French soldiers who fought in Gaza “enjoy total impunity.”
Thomas Portes, a lawmaker from the La France Insoumise, or France Unbowed (LFI) party, wrote that Maarifi has been released from custody.
“The search of the home in front of the family leaves no doubt about the desire to intimidate the voices that are raised to support the Palestinian people and demand an immediate ceasefire,” he wrote on X.
Maarifi attended pro-Palestinian rallies in France to share her testimony about the crippling situation in Gaza.
Of course you could abolish the House of Lords completely and that would leave us with a single chamber elected by first past the post and no revising chamber. The appointment by Tories and Labour of their financial backers and political cronies as you point out has diminished the reputation of the Lords as much as hereditary peers. Reform of Parliament should mean thorough reform of both chambers. Government of the People, by the People, for the People. We simply don’t have that.
Nevertheless mon ami, it stops the instant Hamas releases the hostages. But they don't and they won't, so it continues. I have enormous empathy for the citizens of Gaza but empathy has bog all to do with it. Just release the hostages, but they won't, you're sick about the casnage, Hamas seem to welcome it. I was just watching the small anti-immigration demonstration in Glasgow and the much larger anti-fascist, anti-racist counter demonstration all waving their Palestinian flags. Was that to warn us all of the dangers of mass immigration and its eventual consequences?
